HCS SCS SB 176 -- ALZHEIMER'S STATE PLAN TASK FORCE

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Health Care Policy by a vote of 10 to 0.
This substitute establishes the Alzheimer's State Plan Task Force
within the Department of Health and Senior Services. The
19-member task force is required to:
(1) Assess the current and future impact of Alzheimer's disease
and related dementia on Missouri residents;
(2) Examine existing services and resources for individuals with
dementia, their families, and caregivers;
(3) Develop recommendations regarding increased instances of
Alzheimer's disease and related dementia;
(4) Gather public input;
(5) Submit a report of its findings and recommendations to the
Governor and General Assembly by November 15, 2010; and
(6) Meet at a minimum of once annually to evaluate the
implementation and impact of the task force recommendations and
provide annual supplemental reports.
When conducting the assessment and making recommendations, the
task force is required to examine state trends; existing
services, resources, state support for research, and the capacity
of public safety and law enforcement to respond to individuals
with Alzheimer; and necessary state policies or responses and
strategies to address any identified gaps in service.
The provisions of the substitute will expire November 1, 2012.
FISCAL NOTE: Estimated Cost on General Revenue Fund of $6,840 in
FY 2010, $9,965 in FY 2011, and $5,483 in FY 2012. No impact on
Other State Funds in FY 2010, FY 2011, and FY 2012.
PROPONENTS: Supporters say that the bill will allow the state to
review existing resources and determine future needs.
Organizations are willing to provide administrative support. The
number of individuals with Alzheimer's is expected to increase.
Testifying for the bill were Representative Chappelle-Nadal for
Senator Stouffer; Office of the Lieutenant Governor; Missouri
Alzheimer's Coalition; Missouri Coalition for Quality Care;
George Carney; and Missouri Association of Homes for the Aging.
OPPONENTS: There was no opposition voiced to the committee.
